On January 13, 2018 local time, Foreign Minister Wang Yi held talks with Foreign Minister Louise Mushikiwabo of Rwanda in Kigali, the capital of Rwanda.

Wang Yi said that China and Rwanda boast mutual understanding, mutual respect and mutual support all the time. Last March, President Paul Kagame of Rwanda paid a successful visit to China, during which the two heads of state reached important consensus on deepening mutual trust and expanding cooperation. My visit this time is to implement the consensus reached by the two heads of state and promote cooperation in all fields for new progress. It is hoped that both sides could strengthen exchanges at all levels and improve the level of political mutual trust, strengthen the synergy of development strategies and improve the level of practical cooperation. Both sides could strengthen people-to-people and cultural exchanges, lift the level of mutual understanding, reinforce coordination and cooperation in international and regional affairs and improve the ability to cope with regional and global challenges. China supports Rwanda as the rotating presidency of the African Union (AU) to play a more important role in promoting the unity and prosperity of Africa. China is willing to strengthen communication with Rwanda to well host the Forum on China-Africa Cooperation (FOCAC) Beijing Summit, promote the alignment between the joint construction of the "Belt and Road" initiative and the development strategy of the African countries, provide more resources and methods, expand broader overseas markets and space as well as offer more diversified development possibilities and prospects for Africa to accelerate its industrialization and modernization, thus elevating China-Africa mutually beneficial cooperation to a new stage and lifting China-Africa comprehensive strategic partnership to a new level.

Louise Mushikiwabo congratulated on the successful convening of the 19th National Congress of the Communist Party of China and thanked China for making significant contributions to Africa's infrastructure construction and economic development. He said that China and Rwanda enjoy traditional friendship. Last March, President Paul Kagame visited China and made fruitful achievements. Foreign Minister Wang Yi chooses Rwanda as his first stop to Africa this year, which is of great importance, and will make China-Rwanda relations better. Rwanda is implementing the Vision 2020 and hopes to receive more supports from China during the process. The "Belt and Road" initiative sets a good example for all countries to strengthen regional cooperation. Rwanda is willing to enhance coordination and cooperation with China. Although today's world is full of uncertainties, China remains committed to developing partnership with Africa. Africa-China trade volume increases by over 20 times in less than 20 years, which Rwanda speaks highly of. The Rwandan side expects to further consolidate and promote partnership and practical cooperation with China under the FOCAC framework. The country is willing to strengthen coordination and communication with China to ensure a complete success of the FOCAC Beijing Summit this year.
